In response, Substance is launching, Views, a new and infinitely flexible online platform that helps public service providers demonstrate the outcomes and value of their work.
Tim Crabbe, a Substance director, writes that by being more imaginative and by focusing on users' experiences, public bodies can make evaluation a "dynamic process that can transform and improve services".
Social entrepreneur Matthew Pike, who is setting up a new social enterprise with Substance to encourage the use of these new outcome-monitoring tools like Views, says this is as much a social project as a technical project. "It's a powerful new bit of technology, but it's also about understanding the central challenges of changing culture and practice," he says.
